Mr. Babacar Diouf

Knowledge is key to the transformation of our environment and life.

I am an Air force officer, transport pilot by trade and the father of two wonderful children, actually my best friends : a girl and a boy. Close to retirement; I have found a youth mind in being a lifelong student and ultimately the pleasure of being able to turn retirement into a virtual event by continuing to do something I love : learning, researching and teaching, at will. And all this happened because I discovered the depth of my own ignorance in the 1980s and decided to overcome it.
The process started with a Bachelor of General Studies taken, while attending Air Command and Staff College (ACSC), first followed by more and more questions and, the, by more and more explorations leading to enrollment in different courses and a scholarship. Afterwards came the virus of learning followed by that of teaching, turning me into a sort of knowledge explorer, with a notable passion for political and security analysis as well as geopolitics. This second life parallel to my career in the Air force has comforted in me the idea that this was my best bet if I wanted to be able to connect dots and have a chance to intellectually survive in complex environments.
This line of thought has led me towards M.A.degrees, most with distinction and a new job that .
makes retirement irrelevant and allows me to continue doing the things I have come to love the most : learning, researching and teaching. My areas of interest include child rights and protection, and research on human security, small arms proliferation and security sector reform.. I also have had the chance for more than 10 years to work with civil society organization, helping in capacity reinforcement and contributions to seminars and workshops in Europe, Africa and the US. This was done in cooperation with partners far from my job as an air force officer (at the national and international level with organizations like Save the Children, UNIDIR, Friedrich Ebert Stiftung, DCAF, GCSP, etc). In sum, I can be a bridge between my people (grassroots included), the Defense and security forces and epistemic communities in our common endeavor to make human security approach a referential on security matters.
