The National Science Foundation is seeking qualified candidates for a Program Director position with expertise in Computational Behavioral Sciences, in the Division of Behavioral and Cognitive Sciences (BCS), Directorate for Social, Behavioral and Economic Sciences (SBE), Arlington, VA.

The Division of Behavioral and Cognitive Sciences supports research to develop and advance scientific knowledge on human cognition, language, social behavior and culture as well as research on the interactions between human societies and the physical environment. BCS programs consider proposals that fall squarely within disciplines, but they also encourage and support interdisciplinary projects. These are evaluated either through joint review among programs in BCS, joint review with programs in other Divisions, or by NSF-wide multi-disciplinary panels. All programs in BCS consider proposals for research projects, conferences, and workshops. Some programs also consider proposals for doctoral dissertation improvement grants, the acquisition of specialized research and computing equipment, group international travel, and large-scale data collection.

This program officer will assist in directing a program in the psychological, cognitive, and/or language sciences and will have significant responsibility for representing BCS in cross-cutting, cross-directorate and inter-agency activities, for instance the Collaborative Research in Cognitive Neuroscience solicitation, to the degree they are relevant to computational behavioral sciences. Specific programmatic responsibilities will be assigned as appropriate to the individual's expertise but, regardless of program will include the following:

Allocate program resources to maintain a balance of support to meet the field's needs;

Take action on all proposals in a timely manner;

Maintain an effective merit review system and post-award action process;

Assess trends and opportunities in the field with assistance of advisory panel;

Pursue affirmative action and EEO goals in selection of reviewers, panelists and grantees;

Work cooperatively within the Cluster, across the Division, Directorate, Foundation, with other agencies to accomplish the mission of NSF;

Serve as a primary resource for the division and directorate in matters related to computational behavioral science. Such matters may include but are not limited to:

--aiding in and coordinating review of proposals within BCS that involve computational approaches to behavioral science.

--serving as liaison to and participating in cross-directorate or inter-agency activities which involve and will benefit from inclusion of a behavioral science perspective.

Represent the program to the scientific community and the public;

Establish contacts and maintain active involvement in the program field through participation in meetings and conferences and by undertaking other relevant activities;

Pursue a personal scholarly research agenda, with results presented at professional meetings and published in academic journals, as workload permits;

Participate in interagency meetings, coordinating groups, special task groups, staff meetings and site visits.

Qualifications and Evaluations

QUALIFICATIONS REQUIRED:
Applicants must have a Ph.D. or equivalent experience with training and expertise in the application of computational approaches to an area of the behavioral sciences, e.g. cognitive neuroscience, developmental or learning sciences, linguistics, or an area of perception, action or cognition. In addition, six or more years of successful research, research administration, and/or managerial experience pertinent to the program are required.

This position will be filled on a one or two year Visiting Scientist Appointment, a Federal Temporary appointment or an Intergovernmental Personnel Act (IPA) assignment. Federal Temporary and Visiting Scientist appointments will be made under the Excepted Authority of the NSF Act with a current salary range of $105,211 to $163,957 including locality pay for the area.

BENEFITS:
Under the provisions of the Intergovernmental Personnel Act, assignees remain on the payroll of his/her home institution and the home institution will continue to administer pay and benefits. NSF will reimburse the home institution for NSF's negotiated share of the cost of the assignment. Individuals eligible for an IPA assignment include employees of State and local government agencies, institutions of higher education, Indian tribal governments, federally funded research and development centers and qualified nonprofit organizations. For Visiting Scientist appointments, individuals are in a non-pay leave status from their home institutions and are appointed to NSF's payroll as Federal employees.
