 Should IRB's regulate minimal risk research?

Here is a link to an upcoming article in Nature, arguing that it is unnecessary and counterproductive for IRB's to regulate minimal risk research and suggesting an alternative approach (subscription or institutional access required):

Since much of what we do is classified as minimal risk, I thought it might be interesting to those on the listserv.
