 Why do we need rules?

Is it human nature (social psychology) to be negative, judgmental and hostile toward each other? Or are we basically kind and loving but become programed by our social media to become negative and hostile? Without rules would chaos become the norm in this type of forum? The question is basically this: Are we naturally kind and orderly or are we naturally negative and disorderly as a species? Is it in our genetic make-up to be one way or the other?
